Minority Business Enterprise (MBE) Certification is usually given to businesses that are majority owned by minorities or other economically disadvantaged groups within the American population. The MBE Program was created in an attempt to make all state contracts, opportunities, and benefits available to economically disadvantaged businesses without discrimination based on race, color, religion, national origin, disability, age, or ancestry. 

DBE is a company level diversity certification. Generally, for an organization to be eligible for certification as a Disadvantaged Business Enterprise, the company must be at least 51% owned by a socially and economically disadvantaged person and there may be additional requirements based on net worth or company size. To participate in the DBE program, a small business owned and controlled by socially and economically disadvantaged individuals must receive DBE certification from the state. DBE certification is usually intended for companies wishing to work on Department of Transportation contracts.

The 8(a) program is a nine-year business development program that provides business training, counseling, marketing and technical assistance to small businesses that have been certified. This certification is intended for organizations that are owned and controlled at least 51% by socially and economically disadvantaged individuals.

HUBZone is a company level diversity certification referring to the Historically Underutilized Business Zone program that helps small businesses located in distressed areas gain preferential access to federal procurement opportunities.The HUBZone program is in place to increase employment opportunities, investment and economic development in these areas.

The focus of these programs is to provide business development support such as mentoring, procurement assistance, business counseling, training, financial assistance, surety bonding, and other management and technical issues.
